Which three should you pick?

For most Hill Country tracts the strongest combination is providing shelters, supplemental water and census counts. The equipment is inexpensive, an inspector can see it on the ground, and monitoring the boxes generates the census data at the same time, so two of the three come from one programme.

Supplemental food is the most scrutinised activity and is best used as a supporting choice rather than a lead one. Erosion control is underused and unusually defensible on steep ground.
